CGI or Common Gateway Interface is
used for guestbooks, polls, email
forms, counters, mailing lists, etc. CGI and for example PHP must be
supported by hosting provider because that way you can control host
computer, which is needed.

hosts with CGI support. They offer 1 Gb bandwidth, 25 Mb space but as
many other hosting providers, they force banner on top of your pages.
Your account may be deleted if there is no activity within 60 days.
Paid option is also available, so if you wish to remove banner you can

plan gives you 1Gb bandwidth and 20 Mb space, but there are two banners
forced on each page. There is "paid hosting option" available if you
wish to remove them.

Upload is available through browser only. Beside CGI there is Java,
MySQL, PERL available. Also images, counter, guest book. There is
bandwidth counter, you can see how much bandwidth you have used.
